I agree with your review for Thanh Vi, but I wanted to add that I love it despite its extensive flaws. We eat at Thanh Vi at least twice a week for lunch, and I always order the #21: noodles with pork & shrimp. I never deviate, and it is something I crave like crack. It is so good that I can bear the weird service and crazy decor. If you are lucky, they sometimes play the theme from Flashdance. I also recommend the taro bubble tea.
